A Renewables Portfolio Standard (RPS) is a set of regulations requiring that a specific percentage of electricity distributed each year by electricity suppliers be generated from renewable energy sources. In the U.S., currently there is no national or federal-level RPS, but, as of January 2011, 29 states and the District of Columbia have autonomously enacted their own RPS requirements.  A common element of an RPS is the issuance of a Renewable Energy Certificate (REC) for each megawatt-hour (MWh) of electricity generated from a certified renewable source, which embodies the renewable energy attributes associated with the electricity generated. REC's are used to track renewable energy generation and to demonstrate compliance with RPS requirements through submission to the relevant regulatory agency, after which the RECs are “retired”.
